Back to Basics Training - OPRA

OPRA and the Ohio Department of Developmental Disabilities have joined to create Back to Basics, a comprehensive and continual training series that will help you become a higher quality provider by focusing on the fundamentals. Trainings are open to all providers in Ohio. This first part of Back to Basics series focuses on provider compliance. These trainings will be regional and in-person and free to all attendees.

Withdrawing Certification In PSM

With the implementation of PSM, it is no longer possible to process voluntary withdrawals or relinquishments using emails or statements from the provider.
 
Providers must go into their accounts and change the status of their certification. Attached are directions for providers to withdraw their certifications.

Self-Advocacy Group Survey

Calling all self-advocates or persons wanting to become self-advocates. Self-advocates make sure that people with disabilities have the right to do what they want in their lives, are responsible for their own choices, and have the right to live and do things in the community like other citizens. The PCBDD is looking for persons with disabilities interested in being involved in a self-advocacy group. This is an exciting opportunity for self-advocates to make a difference in their lives as well as others in the community. Meeting with other self-advocates will provide a forum for persons to express themselves, define issues and barriers and make a plan for action.

New Director of Service and Support Administration (SSA)

It is my pleasure to announce John Vennetti as the new Director of Service and Support Administration (SSA). John brings over 20 years of valuable supervisory, developmental disabilities and social services experience to the position. He most recently served as SSA Supervisor here at the Portage County Board.
 
Prior to his role as SSA Supervisor, John served as SSA, both here and at the Mahoning County Board of DD. He holds Bachelor of Arts in Social Work and Master of Education in Counseling degrees from Youngstown State University. I am confident John’s education, experience, and familiarity with the Portage County Board of DD and the SSA function will help him transition into his new role and continue to be a valuable asset.
 
John will start his new assignment March 26, 2018. Please join me in congratulating John Vennetti on his new position with the Portage County Board of DD.

The Portage County Board of Developmental Disabilities Financial/Human Resources Committee will meet Monday, April 9, 2018 at 1:30p.m. in the Board Room at the Dennis M. Coble Administration Building, 2606 Brady Lake Road, Ravenna, for the purpose to discuss matters related to the Transition of Adult Services and changing job positions. The committee also will enter into Executive Session for the purpose to consider the employment of a public employee.
 
 

Announcement from the Portage County Board of DD/New Superintendent Appointment

The Board is pleased to announce the appointment of Gina Brown as our next Superintendent. Ms. Brown has demonstrated a record of excellence and dedication that spans 15 years with PCBDD. Her performance as Interim Superintendent, beginning in September 2017, demonstrates she is capable of dealing with the most challenging issues in a professional and productive manner. She has strong communication skills and a management style that is both inclusive and collaborative. She is keenly aware of the importance of building positive relationships with the community and possesses the qualities necessary to lead the PCBDD in a positive direction in the future.
 
In our process of finding a new permanent replacement for Superintendent of PCBDD, we sought and received input from the Ohio Association of County Boards (OACB), Director John Martin of the Ohio Department of DD, PCBDD stakeholders (clients, families, service providers, and employees) and the Portage County public at large. Overwhelmingly, the stakeholders wanted to see leadership that knows Portage County, has visionary skills, is an excellent communicator, able to engage and empower the staff and management, is honest, and able to facilitate healing in the PCBDD. In September of 2017, beginning just one week into her interim position, Ms. Brown was thrown into one of the most challenging times the PCBDD has ever faced. Ms. Brown demonstrated her management style and abilities and showed herself to the Board to be a person whose leadership and judgment can be trusted. The Board believes that Ms. Brown is an excellent fit and possesses the needed qualities that the Portage County stakeholders desire.

RESCHEDULE ORGANIZATION/REGULAR BOARD MEETING

The Board has postponed its organizational meeting originally scheduled for Wednesday, January 17, 2018. This organizational meeting is being rescheduled for Wednesday, January 31, 2018 at 5:00 p.m. The organizational meeting will be held at the Dennis M. Coble Administration Building located at 2606 Brady Lake Road, Ravenna, OH 44266. The purpose of this meeting will be to elect Board officers, establish committee assignments, and approve a monthly meeting schedule.
 
The Board has postponed its regular meeting originally scheduled for Wednesday, January 17, 2018. This regular meeting is being rescheduled for Wednesday, January 31, 2018 following the Organization meeting scheduled at 5:00 p.m. The meeting will be held at the Dennis M. Coble Administration Building located at 2606 Brady Lake Road, Ravenna, OH 44266. The purpose of this meeting will be general purposes.
 
 

The Portage County Board of Developmental Disabilities has cancelled all scheduled and/or rescheduled committee meetings for the month of December 2017.

 

Qualities Desired in New Superintendent

The Board members of the PCBDD are in the process of conducting the search for a new permanent superintendent. As a part of the process we invite the public to offer their suggestions regarding the qualities most important in a new superintendent as we enter 2018. To assist you in your thinking, the Board has identified the following qualities so far. We invite you to comment regarding these and/or add any additional ones. Please provide your responses by Dec. 15, 2017 and e-mail them to the Human Resources Department at hr@portagedd.org.

b. Abilities to think/act strategically and present/carryout that vision/objectives to applicable audiences.

2016 Community Survey

 
The Portage County Board of Developmental Disabilities (PCBDD) annually assesses the facility and service needs of persons in Portage County with developmental disabilities through a community survey. Please check your mail and take a few minutes to complete this survey. Your responses will help the PCBDD in planning and setting priorities.
 
Surveys need to be completed and returned by Friday, November 18, 2016.

STABLE Accounts Now Available

Pipeline Weekly - June 7, 2016
 
Ohio leads the country by being the first to offer STABLE Accounts for eligible individuals living with disabilities. STABLE Accounts have similar features to normal bank accounts, but are also investment accounts, similar to 529 college savings accounts or 401(k) retirement accounts.
 
These specialized accounts allow individuals with disabilities the opportunity to save and invest money without losing eligibility for public programs, like Medicaid, SSI or SSDI.
 
STABLE Accounts are made possible by the federal Achieving a Better Life Experience (“ABLE”) Act passed by Congress in 2014.

Pedal-with-Pete Bike & Hike Event for Cerebral Palsy Research

Saturday, June 4, 2016
 
Start/finish: Stanton Middle School, 1175 Hudson Rd., Kent, OH. Check-in is from 7:00 to 9:30 AM (10:30 AM for short-route riders, families, and walkers) on the day of the ride/hike. Save by pre-registering at http://bit.ly/1ScWOZS.
 
Participants select a route to ride or walk at their own pace. Just plan to finish between 10:30 a.m. and 1 p.m. The event site will close at 2 p.m.
 
The rides and hikes are fully supported with direction/map hand-outs and roving support. Light refreshments and water will be available at rest stops along the bike routes.
 
Participants can enjoy complimentary lunch, music, massages, and door prizes at the completion of their journey, starting at 10:30 a.m. Celtic Rush (formerly the Akron Ceili Band) returns again for your listening enjoyment. (For those interested, they will be selling copies of their CDs.)
 
A bike tune-up station, sponsored by Kent Cycle, will be located at the start/finish.
 
A raffle will be held to win a “Raleigh Detour 1” bicycle valued at over $300 donated by Kent Cycle.

My name is Christine Motz.
 
On February 27, 2016, I will be taking on the challenge of jumping into the freezing waters of Lake Erie to benefit Special Olympic athletes. This will be my 7th year of accepting and completing the challenge--and what a challenge it is!!! The wind chill at 7am for last year’s plunge, was a minus 22 degrees. By the time my team and I plunged, it was a warm 19 degrees. Yippie!!! Luck and mother nature were on our side. I think this is a challenge that many people would not even attempt.
 
Being a Special Olympic athlete myself, I can tell you the benefits Special Olympics provides all of the athletes. This is well worth your donation. With your donation to help other Special Olympic athletes like myself, you are helping to make a positive change in their lives forever. Those of you who know me, have seen what Special Olympics has done for my life.

Special Olympics Night at Kent State University

 
The Portage County Board of Development Disabilities and Kent State University have teamed up for a fundraiser night. Proceeds from ticket sales to Kent State Men's Basketball game will benefit Portage County’s Special Olympics program. Kent State will face Eastern Michigan with players from Portage County Board of DD – Special Olympics basketball teams (the Flashes, Thunder, and Blue Streaks) scrimmaging at halftime. General Admission Tickets are $10, with $4 going directly back to support the Portage County Board of DD – Special Olympics. Come out and help support our Special Olympics program!
 
Kent State vs. Eastern Michigan: Tuesday, January 26th @ 7:00 p.m.
 
 
Thank you to the 29,261 Portage County Voters for passage of Issue 27, a 1.8 mill renewal levy with a 68.98% voter approval. The passage of this renewal will preserve the $4 million dollars the levy generates to continue to provide services for eligible individuals with disabilities. Thank you to families, friends , and staff for your assistance and support in the passage of the levy.
 
 

HCBS Statewide Transition Plan

The Ohio Department of Medicaid has released opportunities to comment on the Draft Home and Community-Based Services (HCBS) Statewide Transition Plan and a proposed amendment to the Ohio Home Care Waiver. In addition, the Ohio Department of Aging has released proposed amendments to the PASSPORT Waiver and Assisted Living Waiver.
 
The state is accepting public comments on the transition plan and amendments until November 15, 2015.

Ohio’s Accessibility Manual now available

Ohio’s Accessibility Manual is a comprehensive policy document providing information about the accessibility features of Ohio’s State Tests for grades 3-8 and high school in English language arts, mathematics, science and social studies.
 
The manual helps to define the specific accessibility features available for all students, students with disabilities, students who are English language learners and students who are English language learners with disabilities. Ohio’s Accessibility System features are made up of accommodations for students with disabilities and English language learners as well as other features including administrative considerations, universal tools and designated supports.

Pedal-with-Pete Bike & Hike Event for Cerebral Palsy Research

 
Saturday, June 6, 2015
 
Start/finish: Theodore Roosevelt High School, 1400 N. Mantua St (Rte 43), Kent, OH. Registration is from 7:00 to 9:30 AM the day of the ride/hike. Save by pre-registering online or by mail.
 
Participants can choose from various route distances, so families can enjoy the event together. Select a route to ride/walk at your own pace, planning to finish between 10:30 AM and 1:00 PM. The event will close at 2:00 PM.
 
The rides and hikes are fully supported with direction/map hand-outs and roving support. Light refreshments and water will be available at rest stops along the bike routes.
 
Complimentary lunch, music, massages, and door prizes await you at the completion of your ride/hike (starting at 10:30 AM). A bike tune-up station will also be located at the start/finish. A raffle will be held to win a 2015 Raleigh Detour 4.5 bicycle.

Special Meeting

 
The Portage County Board of Developmental Disabilities will hold a Special Meeting Monday, June 29, 2015 at 2:00pm in the Board Room, at the Dennis M. Coble Administration Building, 2606 Brady Lake Road, Ravenna. The purpose of meeting is for the discussion of current renewal 1.8 mill levy to a continuing levy and possible action to request approval by resolution to present to the Board of Portage County Commissioners.
 
 

State provides additional details on independent provider phase-out proposal

 
After receiving a large amount of feedback from people who use Independent Providers (IPs), family members, and DD advocacy organizations, the state has provided more information about its proposal to change how IPs operate in Ohio.
 
 
State officials have also indicated they plan to convene a workgroup that will include people served, family members, and representatives from DD advocacy groups to discuss how IPs can fit into the future structure of Ohio's existing waivers (including Level One, Individual Options/IO, and SELF).
 
The state has also announced that it is considering delaying the start of changes to the IP structure until at least 2018 to allow adequate time for these discussions to take place.

The Arc of Greater Cleveland and Disability Rights Ohio (DRO) invite you to a family forum to discuss your child's experiences with special education services.
 
During the forum, Disability Rights Ohio will discuss its Doe vs. State of Ohio education lawsuit. Only parents and guardians of school-age children with special needs are permitted to attend. This case involves the claim that the state does not provide enough resources to school districts to provide free and appropriate public education to students with disabilities. Parents will learn why this case is important to children with disabilities. Sharing your experiences can help improve the education system.

Ohio ABLE Act Introduced

Lawmakers from the Ohio House and Senate, as well as Treasurer Josh Mandel, discuss future legislation that would allow Ohioans with disabilities to create their own tax-advantaged savings accounts.
The legislation, which will be sponsored by Reps. Margy Conditt (R-Liberty Township) and Jonathan Dever (R-Cincinnati) in the House and Sens. John Eklund (R-Munson Township) and Shannon Jones (R-Springsboro) in the Senate, is an Ohio-specific adaptation of the federal ABLE (Achieving a Better Life Experience) Act, which was signed into law in December.
 
The Arc of Ohio, Autism Speaks and the Down Syndrome Association of Central Ohio participated in a press conference today in support of the legislation.

Independent Provider Update

We expect the proposed state budget to be ammended regarding Independent Providers.  The ammendment will delay implementation of any proposed changes by at least a year; and a "Self-Direction Advisory Workgroup" will be created.
 
The Workgroup will include The Arc of Ohio, among other stakeholders, and will make recommendations by December 1, 2015 regarding self-directed services.
 
There appears to be a misunderstanding among families and independent providers regarding "self-directed services".  We have received nurmerous calls of concerns asking if individuals will be forced to exchange their Individual Options (IO) Waiver for a SELF Waiver, which is self-directed.  You will not be required to trade your IO Waiver for a SELF Waiver;and, we would recommend you never do that.
 
The proposal, at this point, is that a new service category will be added to both the IO and Level 1 Waivers, which will allow you to receive a Self-Directed Service as part of your current Waiver.  (Remember that individuals on the Transitions DD Waiver will be transitioned to an IO Waiver between July 1, 2015 and June 30, 2017.) 
 
This new Self Directed service wil be added to the IO and Level 1 Waivers BEFORE anything will be done to affect your current Independent Provider.
 
What does this mean?
 
Basically, you will still be able to choose your Independent, but he/she will be paid by a fiscal intermediary (currently Morningstar Financial Services ) rather than directly by the State of Ohio.  You will retain the right to hire/fire that Independent and you will be given options of what type of authority you want as the "Employer.
 
What we do not know at this point, is how much you will be able to pay your Independent but we expect, like in the SELF Waiver, you will be able to negotiate that pay, within a range dictated by the state.
 
The amount of pay will most certainly be one of the recommendations provided by the Self-Directed Workgroup.  Work has already begun with another group, under the direction of the Ohio Department of DD (which includes The Arc of Ohio) to modify and improve other areas within our current Waivers.

We are making progress.  The delay in implementation gives us time to work out the details.

Calamity day Make-up Reminder

 
As a friendly reminder, the second Calamity Day make up is Friday, May 1st for all Portage Industries beneficiaries and staff in Adult Services, Service and Support Administration and Transportation.
 
The May 1st scheduled In-service day activities have been cancelled and we will have a regular workday instead.
 
Portage Industries will provide services and operate as usual on May 1st.  Transportation services have been planned for pick up and drop off as usual too.

The Portage County Board of Commissioners has proclaimed April 2, 2015 as Autism Awareness Day in Portage County.
 
In recognition of World Autism Awareness Day on April 2, 2015, the Commissioners encourage all employees and citizens to ‘Light It Up Blue!’ to support Autism Speaks in their awareness efforts by using blue lighting for homes and buildings or to ‘Wear Blue’ to show support for families as they manage the unique challenges that autism presents.

In Governor Kasich's Executive Budget, the State of Ohio is proposing shifting to an agency-only model to improve oversight, fight fraud and abuse, and improve health outcomes for individuals. If approved, this change would phase out independent providers, unless they are providing services under a self-directed waiver.
 
As a DODD provider, these changes may affect you, and we wanted to share more information about who may be impacted by this change, options for those who are affected, and the time line.
 
Who is affected?
  • If you are an agency provider, this change will not affect you.
  • If you are an independent provider who provides services under a self-directed waiver, this does not affect you. Currently, one of DODD's waivers is a self-directed waiver - the Self-Directed Life Funding (SELF) Waiver.
  • If you are an independent provider who provides services under the Independent Options (IO) and Level 1 waivers, this will affect you. However, DODD will add a self-directed option to these waivers, which will allow non-agency providers to serve individuals through Employer Authority.
 
Note: DODD isn't adding a self-directed option to the Transitions DD waiver because that waiver is being phased out.
 
What are my options?
  • You can seek employment through an agency provider if that option works for you.
  • You can provide services under a self-directed waiver.
 
What are the key dates?
 
This change would take place over a three-year period to allow individuals and providers to make any transitions. Key dates include:
  • July 1, 2016: The Ohio Department of Medicaid (ODM) will not enroll any new independent providers.
  • July 1, 2016-June 30, 2019: Current independent providers will not have their certification renewed when it expires - they can continue providing services until their certification expires.
  • July 1, 2019: ODM will no longer accept claims with dates of service after July 1, 2019, submitted through independent providers, except in cases of self-directed waiver services.

Organization Meeting

 
The Portage County Board of Developmental Disabilities has scheduled its annual organizational meeting at 5:00pm, Wednesday, January 21, 2015 with the regular Board meeting to follow at the Dennis M. Coble Administration Building, 2606 Brady Lake Road, Ravenna, OH, 44266. Prior to the meetings at 4:30pm a reception/Presentation for the Lohr Award honorees and the a swearing in of a new board member will be held. Public is invited.

The 38th Annual Knights of Columbus Special Population Free Throw Contest will be held as scheduled on Saturday, January 10th, starting at 11:45 AM. The contest is held at Happy Day School.
